What Is The Family Self-Sufficiency (FSS) Program?
Program Overview

The Family Self-Sufficiency (FSS) Program is a voluntary opportunity designed to help residents increase their income, build savings, and move closer to long-term financial stability, with homeownership as the ultimate goal. Through one-on-one support, goal-setting, and access to education, employment, and financial resources, participants are able to grow their earnings while building an escrow savings account. As your income increases, the money you would normally pay toward rent is set aside for you instead, creating real savings that can be used toward purchasing a home or securing your financial future. FSS is about turning progress into opportunity and giving residents the tools to move from renting to owning, at a pace that makes sense for their household.
Case Management Support
FSS participants work one-on-one with a dedicated Case Manager who helps turn goals into action. Through regular check-ins and personalized planning, Case Managers connect residents to employment, education, and financial resources while keeping progress on track. This structured support provides guidance, accountability, and a clear path forward, so residents are supported every step of the way toward long-term stability and homeownership.
Program Commitment
The FSS Program is a 5-year voluntary commitment designed to support long-term success. Participants sign a contract that outlines their goals and the steps needed to increase income, build savings, and move toward financial independence. The contract provides structure and accountability while allowing flexibility as goals change, ensuring participants have the time and support needed to work toward homeownership and long-term stability.
Escrow Savings
The FSS Program helps you turn income growth into real savings. When your income increases, your rent is adjusted as usual and you continue paying your full rent each month. The portion of rent that increased is then set aside by the Housing Authority in an escrow account just for you, at no extra cost to you. This money grows over time and is paid to you when you successfully complete the program goals. Escrow rewards your hard work and progress, helping you build savings that can be used toward homeownership, education, or long-term financial security.
Additional Program Benefits
FSS participants receive exclusive access to resources that support the whole family. Benefits include priority enrollment in THRIVE Academy workshops, free summer camp, access to after-school learning centers, and family-focused events such as food distributions and toy drives. These added supports help reduce everyday expenses, create stability for children, and allow families to stay focused on long-term goals like financial independence and homeownership.

FSS is built around real results. Since 2022, 79 participants have successfully graduated from the program, celebrating milestones such as increased income, improved credit, meaningful savings, and steps toward homeownership. Each graduation reflects commitment, growth, and what’s possible when residents are supported with the right tools and guidance.
